Background Information:
Prior to the creation of the Directorate system of administration in the University in December 1975 and up till December 1977, two Divisions namely: Junior Staff Establishment and Senior Staff Appointments handled personnel matters for junior and senior staff respectively.
In January 1978, two Divisions were created out of the Senior Staff Appointments Section, namely: Academic Staff Establishment and Administrative and Technical Staff Establishment, grouped together with Junior Staff Establishment and Welfare and Staff Training and Development Divisions and called the Directorate of Personnel Affairs.
Major Function:
The Directorate of Personnel Affairs handles matters relating to appointments, promotions and welfare of all categories of staff in the University. It also facilitates training of adminstrative and technical staff when necessary.
A. Director's Office: Personnel Affairs

Major Functions:
The Director's Office supervises all functions of the four Units under it, i.e. the Academic Staff Establishment, the Administrative and Technical Staff Establishment, the Junior Staff Establishment, and Welfare and Staff Training and Development/Industrial Relation Unit.

B. ACADEMIC STAFF ESTABLISHMENT
Background Information
The Academic Staff Establishment is one of the Units in the Directorate of Personnel Affairs in the Registry of Obafemi Awolowo University, Ile-Ife. The Unit endeavours to ensure the smooth running of the University system through effective and efficient handling of the establishment matters of all academic staff members.
Major Functions:
The Unit handles the following:
1. Processing of the appointments and promotions of academic staff from Senior Lecturership and above, except for College of Health Sciences where cases up to Senior Lecturership terminate at the College level.
2. Takes charge of welfare matters and discipline of all academic staff.
3. Services meetings of the following Committees with necessary follow-up actions:
- Appointments and Promotions Committee (A&PC) and implements all decisions taken at the meetings of the Committee.
- Sub-Committees of the Appointments and Promotions Committee (A&PC)
- University Selection Panels
- Board of Trustees for Staff Unified Pensions and Gratuity Scheme
4. Keeps the records of academic staff from Senior Lecturer and above for all the Faculties (and for the College of Health Sciences, from Reader and above); and all staff on contract appointments, all retired academic members of staff, as well as records of all staff in Non-Faculty Based Units.
5. Processes the retirement, resignation, secondment, transfer or withdrawal of service for all academic staff members.
6. Processes leave matters for all academic members of staff (i.e. annual leave, sabbatical/study leave, and leave of absence, etc.
7. Maintains a healthy working relationship with sister Universities, Institutions and Organizations.
8. Deals with all related matters that may be forwarded from Registrar/Director, Personnel Affairs to the Unit.
9. Generates data on academic staff for management information and decision making.

C. ADMINISTRATIVE AND TECHNICAL STAFF ESTABLISHMENT
Background InformationThe Administrative and Technical Staff Establishment, which is in the Directorate of Personnel Affairs, was created in January 1978, to handle matters relating to senior administrative and technical staff of the University.
Office Location:
The office is presently located in Rooms 1-8, Utility Buildings of the University.
Major Functions
(1) Appointment of senior non-teaching staff, i.e. administrative and technical staff:
This function includes writing submissions and proposals on new appointments, issuance of letters of appointments for Registrar's signature and processing letters of assumption of duty.
(2) Promotion of Staff: This involves the handling of all recommendations and review reports as well as the curriculum vitae of staff to be promoted for processing through the Registry Review Panel to the Administrative Staff Committee (ASC)
(3) Recommendations for Commendation and Confirmation of Appointments are also processed through the Registry Review Panel to the Administrative Staff Committee A.S.C.
(4) Discipline: In line with the Regulations governing the conditions of service of senior staff in the University, the establishment handles cases of discipline of senior non-teaching staff for acts of misconduct.
(5) Leave Matters: These include annual leave, study leave with or without pay, leave of absence with or without pay, day-release, sabbatical leave, maternity leave, sick leave etc.
(6) Processing of retirement, resignation, withdrawal of service, transfer of service, merging of service, processing of change of next-of-kin, change of name etc.
(7) Other functions include processing of requests for removal expenses, collation of staff list, writing reports/minutes of meetings, mobilization of staff for seminars, workshops, lectures, symposia, congregational meetings etc.

D. JUNIOR STAFF ESTABLISHMENT AND WELFARE
Background Information:
The Junior Staff Establishment and Welfare of the Obafemi Awolowo University, is a Unit in the Directorate of Personnel Affairs, which handles all matters relating to members of staff in the junior cadres of the University. The Unit aims to develop a dynamic, professional and qualitative work force in the junior staff cadre of the Obafemi Awolowo University.
Major Functions:
The major functions of the establishment include the following:
1. Appointment of members of staff in the junior cadres in the University
2. Promotion, counseling of members of staff in the junior cadres in the University
3. Processing of entitlements of members of staff in the junior cadres such as annual leave, maternity leave,, retirement benefits etc.
4. Ensuring that members of staff in the junior cadres carry out their duties in a work-friendly and conducive environment as much as possible.
5. Reprimanding erring members of staff in the junior cadres according to the Regulations.
6. Liaising with the Staff Training and Development Unit to ensure that members of staff in the junior cadres are trained and re-trained on a regular basis for enhanced performance of their jobs.

E. STAFF TRAINING AND DEVELOPMENT/INDUSTRIAL RELATION UNIT
Background Information:
The Staff Training and Development Unit is under the Directorate of Personnel Affairs charged with the training and re-training of staff in the University. It endeavours to re-orientate staff towards effectiveness and efficiency at work.
Office Location:
The office is located in "Block I" Utility Buildings.
Major Functions:
The Unit handles the following:
(a) Prepares training proposals and organizes the training programmes for the various categories of non-teaching staff.
(b) Processes application of staff for in-service training programmes such as seminars, workshops and short courses locally and abroad.
(c) Liaises with external training bodies in respect of staff nominated for training in such organizations (N.I.M., ASCON, CMD, NCEMA etc)
(d) Seeks financial assistance from local and international organizations for attendance at courses.
(e) Provides answers to staff enquiries on training and development opportunities within and outside the University.
Apart from these broad functions, the Unit specifically takes charge of the following:
1. Workshop/Seminars
(a) Organizing workshops for various categories of staff e.g. Administrative Staff, Secretarial Staff, Health Centre Staff, Accounting Staff, Heads of Departments/Units, etc.
(b) Liaising with the Bursary to ensure that staff who are sponsored for workshops/seminars in their institutions get the approved funds promptly.
(c) Obtaining reports on attendance at external workshops/seminars and following up on issues arising from internal workshop/seminars
2. Seminars for Senior Administrative and Technical Staff
(a) Proposing relevant seminar topics that will be benefit to participants,
(b) Identifying speakers and liaising with them,
(c.) Producing copies of seminar papers for participants.
3. Study Leave with Pay/Sponsorship for Junior Staff Pursuing Degree or Diploma Courses
(a) The Unit advises on the relevance or otherwise of degree/diploma courses for which members of Junior cardres seek study leave with pay/sponsorship.
(b) Applications for extension of such leave are sent from Junior Staff Establishment to the Unit for comments and advice.
